The custom record may have the Access Type set to User Permissions. You can assign roles access to the record type under the Permissions tab of the custom record or try giving the role the Custom Record Entries permission. Thanks,

I must have missed this. When is it being depreciated? The form will be deprecated when your account is upgraded to 2018.2. You can continue to use this form for 1099-MISC reporting for the 2017 tax year, but Oracle strongly advises you to find another provider as soon as possible. This is most likely related to Defect 326027: Advanced Promotions > Issue Return Authorization from Cash Sale > Set a value for Location field. The Coupon Code and Promotion field values disappear. I would contact Support to confirm and attach your case to receive status updates.
