However, this was in context of a broader workflow in which when the user confirm the message, the workflow continue to the next step, whereas if the user declines the workflow will exit. If the Workflow Trigger Type to "Before Record Load", and the record was not saved, I assume that will result…

I change the message text, and applied it to all item's sub types Other then that, I followed the answer. This issue is still open attached workflow and state definitions
