I was able to resolve it by adding other filters I had previously setup. Having just the formula, presented all previous Item Receipts that HAVE been received already. It's frustrating you can't have an unbilled status from the Item Receipt, because doing an unbilled from the PO, gives you so much more information than you need, especially if you use a 3-way match.
