User mistake. There were multiple sites using the same catalog.

This worked. Also helped me understand a bit better how how NetSuite and SCA behave. Thank you.

I reverted back to base theme and disabled all extensions. From the base theme I could access the "Theme" options in the SMT dropdown. I then reverted back to Manor theme and only enabled the Manor theme extension. I still cannot access the "Theme" menu item when using Manor. I have attached the screenshot as requested.…
