Apparantly the tag should be * @NApiVersion 2.0 not * @NAPIVersion 2.0 "pi" should be lowercase. This is not mentioned in any of the documents.

Just FYI.. Yesterday NetSuite fixed the template. It works fine now. Thanks for the help.

The template was messed up. NetSuite fixed it. It wasn't a wellformed XML. I didn't make any changes so I can't tell you what they did. I know that the new template they have is a wellformed XML and it works.
