Apparantly the tag should be * @NApiVersion 2.0 not * @NAPIVersion 2.0 "pi" should be lowercase. This is not mentioned in any of the documents.

The template was messed up. NetSuite fixed it. It wasn't a wellformed XML. I didn't make any changes so I can't tell you what they did. I know that the new template they have is a wellformed XML and it works.
