I have logged into payflow pro when this happened to me and no record of any declined transaction ever recorded at payflow pro. We are having this problem also. Can't charge, refund, anything. Hopefully it will be resolved soon.

We initially had errors but resolved them by adding the full name after the account number like: 4000 Sales Income But from what it seems like, you already tried that. From what I remember it is case-sensitive also.
