we are also in the middle of a renewal and see this as a needed item. Is this only for Pay Pal or needed for all credit card processing?

I am reading this thread a month or two late. I am also experiancing a very high rate of Non-qual charges. Should I turn-on Level2 support by editing your Setup > Credit Card Processing menu and editing your gateway entries? Is there any thing alse that needs to be done?
