I have the "Fulfillment Section" but I don't have "Fulfill Based on commitment"

"Setup->Accounting->Accounting Preferences, Order Management tab, "Fulfill Based on Commitment", select "Limit to Committed" I can not find a "Fulfill Based on Commitment"
