RMA pending approval

i've been playing around with scripts and workflow, but i don't think it's possible.  maybe i don't have enough experience, so i want to check with the community.

this is possible to do for workflow or scripting

if a RMA pending approval has an amount that is above a $1,000
only a certain user can approve it.

if it's lower than $1000, then all user in that role can approve.
