External CSS file

I'm generating a rather complex pdf doc and would like to source the CSS from an external file.  I see in the BFO documentation that this is possible (page 16) but no matter what I try I cannot seem to source an external CSS file.  I've tried hosting inside of NS and through a 3rd party, but no joy.  Anybody else have any luck with this?
