TransactionSearchBasic returns more records than requested

I'm doing searches based on lastModifiedDate and getting more records than I requested for Transactions.  Customer and Item searches are working fine with the exact same procedure.

internalId = 72980 is my oldest invoice and has a lastModifiedDate of "2008-06-25T13:39:00.000-07:00" so I'm trying to get any newer records than this one.  Or no records if there aren't any.

Here is the XML I am sending:
