Search Custom Record by Custom Field

I have a custom record that I want to search by a custom field.  One of the custom fields is of type list/record, using the locations list.

It's easy to create a saved search with a filter to return the records I want.  Is there way to call a "parameterized" saved search from Web Services?  If not, how can I achieve this result?

I'm using the PHP toolkit 2012.2.
