Activity "Subject" Field Not Customizable?

Our sales team has a list standard subjects for each activity type - phone call, event, and task. 

Is the Title/Subject field not customizable on these forms?  The "Show" and "Mandatory" check off boxes are grayed out when I click on customize.

Has anyone else been successful in constucting custom subject lists on the activity forms?
