Dynamic required fields

I have a form (as part of a workflow) where we want one field required when CREATING the workflow record.  (For example:  Date Scheduled).  When marking the record as completed, I want a different field required (e.g., Date Delivered). 

Obviously we can't have Date Delivered as a required field before it is delivered, but it needs to be filled in to set as "Completed" before it is saved/closed out.

How do we do this?
