How to prevent forms from being changed by role?

A long time ago the ability for a sales person to change forms was removed. Now anyone logged in as a sales person cannot change forms. I now need to give them the ability to change forms and I cannot see how to do it. I have tried to compare role differences but nothing that is different makes any sense.

I would be grateful if anyone knows how I might fix this problem.
