Create vendor or customer record subject to admin approval

We were wanting to give some of our users the ability to create vendor or customer records.
However, before the records are "finalised"and locked in the system, we want these to be approved by someone with admin permissions. Is this possible?
Example:
A procurement role user needs to create a purchase order.
The purchase order is for a new vendor who is not already in the system.
The procurement user needs to be able to create a vendor record in order for them to create the purchase order.
However, the maintenance and responsibility of the 'masterfile' of all vendors sits with the administrator on the account.
