Send Fulfillment Email via Workflow as PDF?

We are using a workflow with the action Send Email to be able to use an Email Template.  Even when the customer's preference is to send as PDF, the email is sent as HTML.  Is there a setting I am missing to force the email to be as a PDF?  We are not using the normal native fulfillment email because (at the time) we needed custom fields and formatting (different logos depending on the customer), etc.

Edit: We are using a generic user email in the send from and I logged in and changed the preference on transactions subtab to be PDF also
