Limit the user access from a date

HI, I'd like to know if I can limit a user access to transactions from a date, for example the user can create, edit and view transactions but I want to limit his access to view only from a past date, not closing the period, because I have another user that will change, edit and fix all the transactions before that date that I limited the user access. Is this possible?
