What is the best practice for setting up a QSEHRA contribution payroll item?

Does anyone have experience with the best way to set up a QSEHRA contribution under payroll item codes? The Netsutie payroll implementation team advised an employee of our company to set up the HRA contribution as an earning to paycode but this does not seem correct. Can someone verify that this is either correct/incorrect? If not, please help me with setting it up.
