Tax Group Export Compare Rates to Megento Rates

Is there a way to export the tax groups to have the zip code populate vertical with the state in the next column? Right now it exports as you see below. But we need to update the codes that do not match in Magento, so I need to find an easy way to compare the rate per zip code. Anyone else using Magento that has figured out a way that won't take hours of manipulation in excel? Thanks in advance for any suggestions.
