Looking for greater control over Custom List for Matrix Item options

Hello Guru,

I am seeking to lock down access to a Custom List that is 'checked' for Matrix Option List.  Am aware that there

are no specific controls on a Custom List and option to convert to Custom Record would help. I have done this in the past however

the Convert to Custom Record checkbox is grayed out on this record.   Standard control of role management is inadequate for our needs.

Seeking confirmation that the reason I cannot check the box is because of it being a Matrix Option List. and seeking additional options.
