PayPal collect at point of sale

We use PayPal now for sales orders.  I would like to set it up so that when an order uses PayPal I can collect the money at the point of sales instead of point of fulfillment.  I do not see anywhere in the PayPal setup to be able to do that.  I basically want to create the Cash Sale right at the point of saving the order (only for PayPal).
