Customers on web site are unable to switch between addresses during checkout

When you click the "Change Address" button on the checkout page it does nothing.  It is supposed to display the address book to let you choose which address to ship to.   I have several customers with multiple ship tos and they are finding this very frustrating.

Support has not been very helpful in this so far. 

We are on SuiteCommerce Standard.
