Goals/Quotas

I am trying to come up with a means to measure a sales rep's success against a monthly/quarterly/annual goal. It seems goals management is for projects (unless I'm mistaken)...I don't currently have goals management.

I see quotas in the system, but I cannot see how Sales from Invoices cross pollinate with quotas. Thoughts?
