NetSuite Does Not Recognize Endicia USPS Registration Info in Sandbox

We recently set up USPS in production, but we're wanting to make sure it's set up in Sandbox. I tried to use our credentials, but I'm getting an error:

The Endicia Pass Phrase was not updated: Account ID [information here] is invalid. Error encountered (Log ID: 33841)

Do we need a different registration? Does Endicia distribute it?
