PCV Personalized Catalog Views not working as expected

To start, I am just really frustrated with the PVC. For some background, we went live with our SCS site in December of 2019 using the Horizon theme and customer segments extension - everything was working great. Then, there was an update to the theme and extensions in November 2020 and we have had numerous issues after that.

I was told to move to PCV and de-activate the customer segments extension. I did, and set up PCV exactly as was documented in SuiteAnswers. We now have more MAJOR issues.

New issue 1: PCV assigned commerce category is not showing when logged in as a specific customer (group) that should see the category.
