Change Packing Slip email template?

I have a custom packing slip PDF template which works fine. In most cases...

the exception is when selecting the email option on an IF where instead of using the customised, default, preferred template for some reason it sends the standard PDF template.

I can't find where to change the email template. On most custom transaction forms I can specify the email and print templates to use but the item fulfillment form doesn't have these options.

How do I change this?
