Financial Report Builder > Layout - Standard instead of Custom

Multiple balance sheet and income statement reports are defaulting to the standard layout for a user.

All other users are seeing a custom layout for the same reports, which is what it should be.

What could be causing this? The affected user has a full global permission for report customization.
