Paypal Express Permission Error

I have completed all steps in SuiteAnswer ID: 27567 to set up Paypal Express on my Suitecommerce site, but I feel like something is missing from the documentation. From the checkout page, the customer is taken to Paypal, and after logging in they are redirected back to our site. But when they click the final Place Order button, it gives an INSUFFICIENT_PERMISSION error (image attached)
