Not able to find many permissions in my NetSuite Sandbox acc ?

I'm using NetSuite Sandbox acc and has an administrator role.

I'm not able to find many permissions like "transactions -> build assemblies" , "lists -> bill of materials", etc when I try to add permissions in a new custom role in my NetSuite Sandbox acc.

I've attached a pic where "build assemblies" permission is not listed under the transactions subtab. But this permission is present here in the doc - https://docs.oracle.com/en/cloud/saas/netsuite/ns-online-help/chapter_N3236764.html.

Please provide a solution and reason why its not listed in my NetSuite account ?

I've also attached the complete list of permissions I'm not able to find in my NetSuite account
