Ability to Approve but not Edit Vendor Bills

Vendor Bill Approvers require Vendor Bill Edit access. We don't want the person approving vendor bills to be able to edit them. The approvers are using the Mass Vendor Bill Approval page in NetSuite, Is there a way around this without customization?
