Matrix Parent Items and Matrix SubItems via API?

It seems like you can use CSV import to create matrix parent items and sub items - suiteanswer 9975. However I am trying to identify if we can use an API to do the same. I'm OK if it is via REST, SOAP or scripting. Any ideas? Thanks.
