Is there a way to automate a customer merge/duplicate detection

Retail customer currently partners with a 3rd party that reviews customer records and submits a list that identifies duplicate customer records (each time a person accesses their website and places an order without logging in (they may go in as a guest) their system creates a customer record.) Our customer has a customization in place that takes the file and automatically merges customers together. If anyone familiar with a customization/script or 3rd party app that can accommodate our customers request? All responses are welcome! Thank you, Chris Campbell
