Setting Company-wide Date Preference

We noticed an issue with Users date preferences causing trouble with our forms. Using the indicator MM/DD/YYYY with text on forms so customers can make sense of invoice/order/quote dates, some Users end up with the actual date output of DD/MM/YYYY instead. As the static text is showing mm/dd/yyyy is creates confusion and has potential legal ramifications if not resolved.

Is there a way to ensure that all Users are on the exact same date preference instead of allowing anyone to choose this setting for themselves?
