BLOCK SENDING EMAILS ACCORDING TO PURCHASE ORDER STATUS

Hello,

I need help with this situation: I want to block emails to vendors when the status in the purchase order is pending approval or cancel. Im lost with this, i tried with a workflow but it didn´t work, i was thinking in changing the email template but it can be edited at the moment you wanted to send it. Please help.
