Order Fulfillment and cost of goods

We just went live with NS in May and are noticing something we aren't used to. We use an average costing method. We are seeing a significant swing in COG's from one month to the next when historically our company has been within a percent or two for the last 20 years or so. It appears that NetSuite credits cost of good when the fulfillment record is created. If the invoice associated with the fulfillment record is done at the time of shipment (which could be many days later) and that ship date crosses over a month end, the cost
