Access Token in Sandbox

I'm setting up integrater.io in my sandbox. Everything is configured correctly (it's setup in production correctly and I know the tokens aren't copied to the sandbox) but in the sandbox I setup new, select integrator.io, but when I select user, no users populate. Is there something I need to do in the sandbox before hand? Am I missing something? (Sandbox is up to parity) I also gave my user the integrator.io role but same thing.
