How can I prevent a PO from being emailed or printed prior to approval?

Currently a user could choose to email or print and send a PO prior to approval. I cannot find the actions => email or print option within the workflow as something to hide until approval is complete. How can we eliminate the possibility of something being emailed or printed prior to approval?
