How to prevent creating Item Fulfillment when Customer is on Credit Hold?

Hello,

I want to make it so that when a customer goes on credit hold that production can no longer create a fulfillment record, or if that fulfillment record has already been created it prevents the ship button from appearing. For example, we have some customers go on hold after their orders are released to production and are packed awaiting shipping. Any ideas?
