How to resolve Journal Entry import errors caused by records locked by Workflow?

The error message is "This record is locked due to a workflow set up by the user."

Can you tell me the cause of this error?

Until now, I understood this message to be "If you accidentally put in a date that is already closed for an accounting period.

However, October was before the close. The reversal date appears to be January 11 in the error message CSV (I had set it to November 1 when I created the CSV).

I tried changing the reversal date, or setting the CSV date blank and specifying the date as default directly at the time of import matching, but to no avail.
