Why is the Next Approver blank after changing the submitter's permission from Edit to View?

Hello. A client has identified a problem with PO routing after the role of the submitter has been modified. The role used to have EDIT permission for journal entries and it was changed to VIEW.

Upon creation of new PO using the new role, the POs won't route anymore according to the rules set. Next approver remains blank. Tested it in sandbox and had the same result. Any idea why this is the behavior? Thanks
