How to deplete Stock On Hand before Shipped Status?

In the current pick/pack/ship setup in NetSuite, inventory stock on hand is only depleted when the fulfillment record reaches a stage of "Shipped".

The problem with this is that, if we have orders in our DC that have been picked, but are awaiting packing / shipping and we want to cycle count bins that have products on those orders, we cannot do so, as the stock on hand is inflated until the order is packed and shipped.

For our business, using the Stock Available number is not the answer here either, because we will have orders that have fulfillments created and therefore depleted the available number at the bin level and may or may not have been sent to our WES system, but have not yet been physically picked, so the available number will be deflated, because orders are still awaiting picking.
