Can you add file drag and drop to a memorized transaction definition?

I want to set up the file drag and drop feature to be visible on the "Memorized Transaction Definition." I have done that, but it still does not show up. I also notice that there is no communications tab on the memorized transaction definition. And it doesn't seem like I can customize the form so that this is visible. Is this possible?
