How to show the list of departments when adding a new Charge in Match Bank Data page?

Hi All,

One of the users complained he cannot choose a department when adding a charge through

the match bank page, a screenshot is attached.

I checked that, and as an admin, I see the list of departments, so I guess it's a permission issue.

Please advise what is the missing permission.
