Why hire date can't be set to mandatory?

Hello, on the employee record there is a field 'hire date'. I need to set this field to mandatory and have done so by checking the checkbox in the form customization screen. But for some reason it remains not mandatory (no red asterix and no validation when submitting). There are also no scripts or workflows on the employee record that interfere with this. Am I doing something wrong or is this a netsuite bug?
