How to make "Tax code" under Expenses & Items non-mandatory?

Hi,

Currently under the custom form "Check", the tax code under "Expenses" is marked as mandatory.

Is there a way to make it non-mandatory?

Tax code on this form is preventing us from "Adding Charge" on the "Match Bank Data" page.
