How to restrict user to see only Bills related to his department and nothing else?

Hi,

I have user where I need to restrict him to see Bills under certain departments across subsidiaries.

Imagine 2 subsidiaris, each has Department called "development" and each could have bill. User is located only in first subsidiary under department "development" but role allowing him access to both subsidiaris.

I do not know how to restrict that user to be able to see only bills in that "development" department, but under both subsidiaries. Can anybody help me please? Documentation of Netsuite is not so good. Unfortunately management paid just Basic support.
