How to Record Sales Tax Payment refund / credit from Tax Agency?

In following the instructions on SuiterAnswers found here: Record Sales Tax Payment refund / credit from Tax Agency (custhelp.com), the total tax is going up by the amount of the deposit when it should go down since it is a credit from the Tax Agency.

How do I apply the State Sales Tax Allowance prior to paying the State Sales Tax?
