Can we Create/Update Static Employee Group using CSV upload file?

Good day,

Is adding or updating the existing static employee group using CSV upload files possible? I created a saved search to export a list of existing static employee groups; however, I cannot locate the field that identifies the access level, for example, View, Edit or Full. Can anyone please provide some guidance on this?

Second question: Can a user with a non-administrator role create groups (Static Employee)? If yes, please advise on how I can update a custom role to enable the role to create groups. What should I be on the lookout for to enable this?
