Why Full CSV Export takes me to Setup Manager instead of download?

Following the CSV export instructions, it says I should be prompted with a download window when the export is ready.

For me, instead, once the prep reaches 100% it gives me a button 'continue' and clicking that takes me to the Setup Manager page instead of offering any kind of download.

Anyone else have this issue before? I haven't been able to find any information on it.
